Oops! I made a mistake. Add a. before created_by, like this:
else{$query->where('a.state = 1 AND '.$db->quoteName('a.created_by').' = '.JFactory::getUser()->get('id'));}

Make sure of these things:
  1. You do have a created_by column in your table.
  2. The items you want to display are published. If they're unpublished you won't see them.
