I haven't tested this on a vanilla install of Joomla.

I'll do that to confirm whether it's my issue or not.

It looks like the template you're using does not support default joomla icons.

Check if you have any css classes defined for .icon-publish:before. If not, you may add the default icons from joomla's library.
